Constitutionally, the People's Republic of Bangladesh has a centralized system of governance. Sealoke is the lowest (field level) upazila administration of the field administration. The role of the district administration in ensuring the basic rights of the people through multiple services, improvement of living standards and socio-economic progress and growth is elevated in the glory of two hundred years. The head of the district administration is simultaneously the deputy commissioner, district magistrate and collector. On the other hand, the SDO (Sub Divisional Officer) was in charge of the administration of the then subdivision, which acted as administrative, judicial and collector at the same time. After the formation of Upazila Parishad in 1982, this post became known as Upazila Nirbahi Officer (UNO). After the dissolution of the Upazila Parishad in 1991, he became known as Thana Nirbahi Officer (TNO), but as a result of the reorganization of the Upazila Parishad, the post was re-introduced as Upazila Nirbahi Officer (UNO). UNO represents the central government at the upazila level. He coordinates the functions of the offices of various departments at the upazila level. He also provides secretarial assistance to the Upazila Parishad as Chief Executive Officer (UNO) as per the Upazila Parishad Act. He also runs the Mobile Court as an Executive Magistrate under the Cabinet Division.
